Balancing Participation and Domination in 40B Projects

The 40B regulation has been in effect since the late 60s or early 70s, mandating that every community must allocate 10% of its housing stock as affordable, considering community-specific affordability. However, a large portion of these projects are rejected because they bypass zoning regulations. By making 20% of units affordable in a 40B project, developers are allowed to construct larger and more units.
