Despite efforts by towns like Brookline to reduce zoning restrictions and encourage multifamily housing, the planning board review remains a significant hurdle that extends timeline for project approvals to one and a half to two years. Even with initiatives such as MBTA zoning aimed at easing development, developers still face rigorous planning board reviews and potential appeals from residents resistant to change, particularly against larger structures. Consequently, despite legislative changes suggesting increased development rights, developers continue to encounter substantial challenges in navigating local planning processes and community opposition.
