This prompted urban planner Clarence Perry to propose keeping automobiles on neighborhood edges for child safety. Fast forward to the 90s and 2000s, cities like Portland and Boulder aimed to combat sprawl and climate change by creating 20-minute neighborhoods, where all residents have essential amenities within a 20-minute radius, reducing the need for car travel and promoting equal access for all.
