Contrary to Chellenberger's claim of a 50% rate, the report states it's actually about 22%. Chellenberger's mistake was not reading the report itself, but relying on a newspaper article that used the 4,000 number. The report consistently mentions the total homeless population as 18,000. It's clear that Chellenberger didn't do his research.
