The root causes of piracy in Somalia are linked to political strife before state elections, which diverted local security forces' attention. Additionally, illegal fishing by foreign vessels in Somali waters has led to frustration among local fisher folk who have lost opportunities and livelihoods. These frustrations provide criminal gangs with recruits. Despite recent attacks, the current level is significantly lower than in 2011 when over 1,200 mariners were held hostage and 35 died.
