The Purpose of a Good State
Confucius is writing in about the 6th century BC. He's looking back on what he takes to be a golden period of Chinese civilisation, roughly 1000 or 2000 BC. His concern with the question, how the hell did society get into this state? Look, it's gotten into this state because people are not following the rules. They're not doing things the way that a good family should be organised. So, I'm going to tell you how a good state should be run and then we won't get in this mess. The justification is sort of utilitarian in a sense but that's all in the cultural context.
