Quantitative productivity, which was the foundation of economic growth for 2000 years, was not applicable to the knowledge sector. Knowledge work involves a variety of tasks that differ among individuals, making it hard to measure productivity. Unlike traditional sectors with clear metrics like output quantity, the knowledge sector lacks a centralized system. As a result, a crude heuristic of pseudo productivity emerged, where activity was used as a visible proxy for effort. This led to the idea of gathering knowledge workers in offices for set hours to ensure activity. However, this approach was a workaround due to the absence of quantitative metrics in managing knowledge work effectively.
