Public Housing in the 1970s
There was a presumption on the part of the US Department of Housing and Urban Development that as much public housing as possible should be protected. Many local housing authorities wanted to take the most advanced step in terms of dealing what they felt was dealing with the problems of public housing but had to get approval from HUD. There was still an effort to expand the public housing stock and it proceeded and fits and starts and never actually met projected needs.
