A top-down design would suggest that state-level regulation of AI is not ideal and a single national approach, similar to the EU's harmonized approach, would be more efficient. This shift towards federal regulation could provide a more cohesive and effective framework for regulating AI, although there is still a long way to go before reaching that point.
