The 1851 treaty at Fort Laramie between the US government and the Lakota tribe aimed to establish peace and allow road and fort construction through Lakota territory. However, the treaty was based on falsehoods as the Lakota had no intention to stop fighting or respect boundaries. Simultaneously, the government didn't comply with promises to shield from settlers, leading to conflicts and white incursions. The discovery of gold in Montana in 1862 spurred the Bozeman Trail and the passing of the Homestead Act, further escalating tensions.
