Evaluation is crucial in interventions to assess the effectiveness and impact of programs. In a case study where a program for at-risk youth was evaluated, the results were shocking as the treated group performed worse on almost every measure. It was revealed that by grouping highly prone-to-criminality kids together, the program unintentionally created a 'school for criminality'. This negative effect not only nullified the benefits of the interventions but actually worsened the outcomes. Therefore, the speaker emphasized the importance of incorporating evaluation into programs from the start to avoid such detrimental consequences.
