The Emancipation Proclamation: What Lincoln Actually Said
In a politically divisive move just before the mid-term elections, President Lincoln issues a preliminary emancipation proclamation. He declares that if the southern states continue to rebel and remain outside of the union by January 1863, enslaved people in those areas will be regarded as free. This does not free all slaves, but rather focuses on those in rebel-controlled regions. There are still four states where slavery is legal that remain in the union.
