Partition plans in 1937 and 1947 would have resulted in a significantly reduced Jewish state with indefensible borders and a fragmented territory. The proposed plans would have left Jerusalem as an international zone, given a large segment of land to the Arab state, and potentially left Israel with only the Negev desert. While Jews accepted the plans, Arabs rejected them, leading to the 1948 attack.
