The woman driving the black Lexus involved in a tragic crash had a history of drinking and driving and speeding. DC residents were shocked to discover that she had 49 outstanding citations and owed over $17,000 in fines. Her name was Nikita Walker, and she had three prior DUI convictions. It raises questions about why she was allowed to drive in the first place.
