The Unusual Need for a Traffic Cop in Federal Prosecutions

As a federal prosecutor, I've rarely encountered the need for a traffic cop to handle cases across multiple districts. The only instance I recall is with El Chapo, where multiple districts fought to have the case, and the attorney general served as the traffic cop. However, in this situation, there is no judge with authority over the others, making it a complex issue. I find it so unusual that I'm not sure if it's worth fixing for the future.
