The reason small brokers wouldn't be happy about the clear cooperation policy being removed is due to resource constraints in building networks. Larger brokerages like eXp and Compass have already spent significant money on network development, whereas smaller brokers have not. With the policy gone, smaller brokers can now engage in exclusive listings and join groups like PLS, despite the non-existence of such groups currently. The previous policy only affected brokerages, not brands, giving an advantage to brokerages like Compass and eXp. The removal of the policy could prompt big brands like ReMax, Coldwell Banker, and Keller Williams to quickly establish private brand listing networks, possibly within weeks.
