Occupation frameworks can create perverse incentives where obligations are imposed without the ability to discharge them fully. The concept of occupation evolving into human rights obligations underlines a double-edged aspect by expecting the occupying power to respect human rights while unintentionally granting them sovereignty. This situation poses challenges in advocating for human rights without inadvertently legitimizing the occupying power. The occupation framework can provide security justifications for violence directed at Palestinians, hindering the recognition of systematic discrimination within the regime.
