Company towns were designed to limit employee options and keep wages low. In contrast, an ad agency called St. Luke's in London adopted a rule of never having more than 30 employees. They only took on new clients if an old client was lost. This created a waiting list of clients and a culture where employees were free to leave if they wanted to. Turnover was seen as a good thing, and it was important to create conditions that made people want to stay. The future lies in creating permeable and attractive work environments.
