The government manipulated public perception by associating hippies with marijuana and blacks with heroin, criminalizing both heavily to disrupt and dismantle their communities. Despite knowing the deception about drugs, harsh actions were taken to arrest leaders, raid homes, and break up meetings, all while vilifying them through the media. The systemic racial bias is highlighted through the disproportionate arrest rates of African Americans for marijuana possession compared to whites, despite similar consumption rates.
