The perception that domestic terror is associated only with certain political beliefs is incorrect, as it can target anyone who poses a threat or refuses to comply. Connecting ID to online activities won't increase visibility for intelligence agencies but allows them to legally prosecute individuals. The illegal acquisition of online information prevents intelligence agencies from prosecuting individuals, but linking ID to the information enables legal prosecution.
