Russian insistence on Ukrainian neutrality was perceived as a strategy to disarm Ukraine and pave the way for further Russian aggression. This history of unfulfilled security guarantees, showcased by the Bucharestandum and the failure to protect Ukraine when Russia attacked, fuels Ukrainian skepticism towards such assurances.
