The Benefits and Harms of Pauses in Predicting AI's Ramifications

Pauses in trying to predict and regulate AI do not lead to progress. Regulatory capture benefits those who want to slow down competitors or catch up with incumbents. However, there are no societal benefits in doing so. It is impossible to predict all ramifications or change the way AI affects human beings. On the other hand, not regulating AI may lead to harmful consequences, such as granting access to AI to malicious entities like dictatorial governments and military use.
