Shepherd and the Flock: Different Roles

Shepherds care for both sheep and goats in an eastern flock because they produce different things - sheep produce wool and goats produce milk. The shepherd ensures they have access to different types of food, with sheep eating tufts of grass and goats consuming everything except tufts of grass.
