The Russian Military Is Worse Than the Individual Parts
The russian military is tremendously top heavy on officers. They don't want changes. Russia increasingly has the money. It has the oil revenues. It has paid off its debts to the paris clubs. So thereis the opportunity for military reforms, but the military is incredibly resistant to it. But the reforms are being structured in those six o sevens and eventually the ideals for the reforms are on the books.
