Historical evidence shows that simply implementing a new framework on top of existing institutions may not solve issues related to the rule of law. Countries with longstanding institutions are not automatically better off when compared to those with weaker historical rule of law. Persistent factors can either hinder or amplify the impact of attempting to change them, leading to significant challenges. Practical interventions should be focused on tangible changes and their effectiveness measured to address issues effectively.
