New York City had its first ever flash flood emergency after record amount of rain. Rescues are still under way in the flood disaster zone. New York City is working to restore service in the flooded subway system. New York officials warn that the flood disaster is a "wake-up call" on climate change. 35 billion gallons of rain fell on New York City overnight, according to CNN.
New York City Mayor Bill de Blasio says, "People are going through hell... They need help."
Tornadoes also destroy homes and cause extensive damage in Northeast. More than two dozen New Jersey homes have been damaged or destroyed by a tornado.
Passaic mayor declares an emergency in his city as bodies are recovered from the floodwaters. The Passaic mayor says there is up to eight feet of water in parts of Passaic, New Jersey.
