The most important thing is to a pick a strategy and then stick with it through good times and bad. Consistency and a high savings rate can overcome any investing performance issues. Chasing performance and market timing nearly always ends up in failure. The safer solution is a long term strategy of buying and holding low cost passive index funds, like the 5 TSP Funds: G, F, I, S, and C Funds.
