On Michel Foucault's "Discipline and Punish"

We moderns often tell ourselves a story that goes something like this: The past was barbaric, especially when it came to punishing criminals or persecuting minorities. Legal punishment used to include hanging, chopping off a head, burning at the stake, quartering, stoning, drowning, and crushing. Eventually, we tell ourselves, we learned to be more humane. But the 20th century French philosopher Michel Foucault didn’t believe this story modern people told themselves. He didn’t accept that modern punishment was any more humane than it used to be. In his 1975 text Discipline and Punish, Foucault makes his point by tracing the evolution of punishment and power through history. Camille Robcis is associate professor of French and history at Columbia University. On Matteo Maria Boiardo's "Orlando Innamorato"

The Italian Renaissance was an era of rebirth in the arts, sciences, engineering, anatomy, and architecture. But also for literature. One of the most influential works from this period was Matteo Maria Boiardo’s epic poem Orlando innamorato. While read by the literate upper classes, Boiardo’s incredible story of knights-errant, adventure, justice, chivalry, and true love became popular among the public through puppet theatre in Sicily. Boiardo combined genres to create a beloved work of art that continues to influence Italian culture today. Jo Ann Cavallo is a professor of Italian at Columbia University. What is the Future of Populism?

The world's wealthier countries have in recent years faced challenges from right-wing populist parties and movements that may rejuvenate origins from relatively far in the past, such as in the case of Italy, or they may constitute new formations disturbingly reminiscent of earlier movements of their kinds. So, for example, the Alternative for Germany, in Germany. So where does populism go from here?This week on International Horizons, Umut Korkut from Glasgow Caledonian University discusses the goals and findings of the D.Rad De-Radicalization project in Europe and why and how people become radicalized from being alienated from the rest of society. Korkut also delves into other causes of radicalization, such as educational policies and political literacy gap and the manipulation by the elites. He goes on to discuss the nuances of populism in Europe and its variations in the imaginary of people. Finally, he argues that, because of trauma of recent events, voters are paralyzed and cannot see different political alternatives, which is applicable to the American, European, and Turkish cases. Robert J. Savage, "Northern Ireland, the BBC, and Censorship in Thatcher's Britain, 1979-1990" (Oxford UP, 2022)

Robert J. Savage is a professor in the Boston College History Department and served as one of the directors of the University’s Irish Studies program for close to twenty years. He has been awarded Visiting Fellowships at Trinity College, Dublin, the University of Edinburgh, Queen’s University, Belfast and the University of Galway. Savage’s publications explore contemporary Irish and British history and include The BBC’s Irish Troubles: Television, Conflict and Northern Ireland (2015) short listed for the Ewart-Biggs Literary Award; A Loss of Innocence? Television and Irish Society 1960-1972, (2010) winner of the James S. Donnelly Sr. Book Prize from the American Conference for Irish Studies and Sean Lemass, a biography (2014).In this interview, he discusses his new book Northern Ireland, the BBC and Censorship in Thatcher’s Britain (Oxford University Press, 2022), which explores issues of censorship, paramilitary violence and British and international politics in the 1980s.Northern Ireland, the BBC and Censorship in Thatcher’s Britain is a study of how the Northern Ireland conflict was presented to an increasingly global audience during the premiership of Britain's 'Iron Lady', Margaret Thatcher. It addresses the tensions that characterized the relationship between the broadcast media and the Thatcher Government throughout the 1980s. Savage explores how that tension worked its way into decisions made by managers, editors, and reporters addressing a conflict that seemed insoluble. Margaret Thatcher mistrusted the broadcast media, especially the BBC, believing it had a left-wing bias that was hostile to her interests and policies. This was especially true of the broadcast media's reporting about Northern Ireland. She regarded investigative reporting that explored the roots of republican violence in the region or coverage critical of her government's initiatives as undermining the rule of law, and thereby providing terrorists with what she termed the 'oxygen of publicity'. She followed in the footsteps of the Labour Government that proceeded her by threatening and bullying both the BBC and IBA, promising that the draconian Prevention of Terrorism Act would be deployed to punish journalists that came into contact with the IRA. Although both networks continued to offer compelling news and current affairs programming, the tactics of her government produced considerable success. Wary of direct government intervention, both networks encouraged a remarkable degree of self-censorship when addressing 'the Troubles'. Regardless, by 1988, the Thatcher Government, unhappy with criticism of its policies, took the extraordinary step of imposing formal censorship on the British broadcast media. Deiter Reinisch, "Learning behind Bars: How IRA Prisoners Shaped the Peace Process in Ireland" (U Toronto Press, 2022)

Dieter Reinisch is a Government of Ireland Irish Research Council Fellow in the School of Political Science and Sociology, University of Galway, and an Adjunct Professor in International Relations at Webster University, Campus Vienna. He holds a PhD in History from the European University Institute in Florence). Since 2016, he serves on the editorial board of the academic, open-access journal Studi irlandesi: A Journal of Irish Studies, published by Florence University Press. In addition to his new book on republican prisoners in Ireland, he is the co-editor (with Luisa Passerini) of Performing Memory: Corporeality, Visuality, and Mobility after 1968 published with Berghahn Books, and Irish Republican Counterpublic: Armed Struggle & the Construction of a Radical Nationalist Community in Northern Ireland, co-edited with Anne Kane and published with Routledge.In this interview, he discusses his new book, Learning Behind Bars: How IRA Prisoners Shaped the Peace Process in Ireland (University of Toronto Press, 2022), which uncovers the everyday life and education of IRA prisoners during the Troubles in Northern Ireland.Learning behind Bars is an oral history of former Irish republican prisoners in the Republic of Ireland and Northern Ireland between 1971, the year internment was introduced, and 2000, when the high-security Long Kesh Detention Centre/HM Prison Maze closed. Dieter Reinisch outlines the role of politically motivated prisoners in ending armed conflicts as well as the personal and political development of these radical activists during their imprisonment. Based on extensive life-story interviews with Irish Republican Army (IRA) ex-prisoners, the book examines how political prisoners developed their intellectual positions through the interplay of political education and resistance. It sheds light on how prisoners used this experience to initiate the debates that eventually led to acceptance of the peace process in Northern Ireland. Few transportation maps can boast the pedigree that London’s iconic ‘Tube’ map can. Sported on t-shirts, keyrings, duvet covers, and most recently, downloaded an astonishing twenty million times in app form, the map remains a long-standing icon of British design and ingenuity. Hailed by the art and design community as a cultural artefact, it has also inspired other culturally important pieces of artwork, and in 2006 was voted second in BBC 2’s Great British Design Test.But it almost didn’t make it out of the notepad it was designed in.The story of how the Underground map evolved is almost as troubled and fraught with complexities as the transport network it represents. Mapping the Underground was not for the faint-hearted – it rapidly became a source of frustration, and in some cases obsession – often driving its custodians to the point of distraction. Michael A. Hunzeker, "Dying to Learn: Wartime Lessons from the Western Front" (Cornell UP, 2021)

In Dying to Learn: Wartime Lessons from the Western Front (Cornell UP, 2021), Michael Hunzeker develops a novel theory to explain how wartime militaries learn. He focuses on the Western Front, which witnessed three great-power armies struggle to cope with deadlock throughout the First World War, as the British, French, and German armies all pursued the same solutions-assault tactics, combined arms, and elastic defense in depth. By the end of the war, only the German army managed to develop and implement a set of revolutionary offensive, defensive, and combined arms doctrines that in hindsight represented the best way to fight.Hunzeker identifies three organizational variables that determine how fighting militaries generate new ideas, distinguish good ones from bad ones, and implement the best of them across the entire organization. These factors are: the degree to which leadership delegates authority on the battlefield; how effectively the organization retains control over soldier and officer training; and whether or not the military possesses an independent doctrinal assessment mechanism.Through careful study of the British, French, and German experiences in the First World War, Dying to Learn provides a model that shows how a resolute focus on analysis, command, and training can help prepare modern militaries for adapting amidst high-intensity warfare in an age of revolutionary technological change.Michael A.
