What characteristics of this new model will promote economies of scale? What are those key ingredients? I think everyone agrees that this model, particularly shippers narrowing their logistics provider networks, will drive down costs to shippers over time. This is also much easier to accomplish with smaller-volume shippers. Larger shippers need to know that the network is there in one provider in order to put all or most of their eggs in one basket. That being said, what does a hybrid carrier have to achieve in order for that shipper’s trust to occur? Was this a contentious fight or was this something that was a bit of a foregone conclusion with Republicans holding the majority in the house? OOIDA was a vocal proponent of getting rid of this rule because of the financial responsibility of about $8000 of hardware to limit NOx gases.  Were there any other elements outside of the owner operator sphere that were also against this? You mentioned in your story that President Biden is expected to veto the resolution, does the bill have the momentum to get that ⅔ majority to overturn that veto?
