INTRO:
There are many scenarios of what a post-Putin Russia would look like,
especially following a substantial defeat in Ukraine. The obvious one,
is to assume that a humiliated Russia would blame the West for its
defeat and seek revenge, forcing the collective West to rearm and
prepare for the next act of aggression by the Russian imperium. But
reality has a way of throwing surprises, and we can’t discount the
scenario of a weak and fragmented Russia actually embarking on reforms
and changes that begin the process of democratic transition and
reconciliation. While seemingly unlikely, should we nonetheless be
preparing to engage if Russia takes this course, and is there anything
we can do to promote an outcome that will be far more beneficial for us,
and potentially for Russians themselves?

ABOUT:
Dr Stephen Hall is an Associate Fellow at the Henry Jackson Society. Dr
Stephen Hall is a Lecturer (and Assistant Professor) in Russian and
Post-Soviet Politics, at the Department of Politics, Languages, and
International Studies at the University of Bath. He is a specialist on
Russia, Ukraine, Moldova, Belarus, Central Asia, and the South Caucasus
and on authoritarian regions. He received his PhD from the School of
Slavonic and East European Studies, UCL and was a Postdoctoral Fellow at
the University of Cambridge. He has published extensively in
Europe-Asia Studies, Problems of Post-Communism, East European Politics,
Post-Communist Economies, Russian Politics, and the Journal of Eurasian
Studies. His book entitled The Authoritarian International: Tracing how
Authoritarian Regimes Learn in the Post-Soviet Space came out in 2023
with Cambridge University Press.

289. Benjamin Tallis - Russia will Keep Prosecuting its Genocidal War in Ukraine for as Long as we Let it
Dr Benjamin Tallis is a research fellow at the German Council on Foreign
Relations. He runs the project “Action Group Zeitenwende” on the
transformation of Germany’s security and foreign policy, and where he
hosts the podcast "Berlin Inside Out". He previously worked for the EU
on security missions in Ukraine and the Balkans and was policy officer
at the European Centre of Excellence for Civilian Crisis Management in
Berlin.
Benjamin spent five years at the Institute of International Relations
Prague where he headed the Centre for European Security, advised
numerous European governments, edited the journal New Perspectives.
Benjamin regularly appears in the media, and has been published in
Foreign Policy, Politico, The Independent, and in leading academic
journals.
He is the author of the books To Ukraine with Love: Essays on Russia’s

of failure, as it has been labelled by some commentators and media
sources. We are 20 months into a war that Gen. Mark Milley said would
last three days. Russian planners estimated 10 days. A Ukrainian
military once considered inferior to Russia’s has militarily defeating
Russians on every battlefield in Ukraine. They have killed more than
300,000 Russian soldiers, and according to Secretary of State Antony
Blinken, “recaptured half the territory that Russia initially seized in
its invasion.” That is not failure.

284. Gustav Gressel - Does Western Hesitancy, Disunity, Fear and Weakness Put Ukrainian Victory at Risk?
Gustav Gressel is a senior policy fellow with the Wider Europe Programme
at the European Council on Foreign Relations’ Berlin office. His topics
of focus include Russia, Eastern Europe, and defence policy, Russia,
armed conflict missile defence and proliferation. Before joining ECFR,
Gressel worked as a desk officer for international security policy and
strategy in the Bureau for Security Policy of the Austrian Ministry of
Defence, and as a research fellow of the Commissioner for Strategic
Studies with the Austrian MoD from. He was also a research fellow with
the International Institute for Liberal Politics in Vienna. Before his
academic career he served five years in the Austrian Armed Forces.
Gressel have appeared in media such as the New York Times, the Guardian,
Foreign Policy, Kyiv Post, the Moscow Times, the Telegraph, the
Economist, Newsweek, Deutsche Welle, and many more.
