In February 2022, Russian missiles rained on Ukrainian cities, and tanks rolled towards Kyiv to end Ukrainian independent statehood. President Zelensky declined a Western evacuation offer and Ukrainians rallied to defend their country. What are the roots of this war, which has upended the international legal order and brought back the spectre of nuclear escalation? How did these supposedly “brotherly peoples” become each other’s worst nightmare? ---------- Maria Popova is Jean Monnet Chair and Associate Professor of Political Science at McGill University in Montreal. She holds a BA in Spanish Literature and Government from Dartmouth College and a PhD in Government from Harvard University. She has lived and conducted research across Eastern Europe and Eurasia and its various regime incarnations — to her current attempt to disentangle real from fake anti-corruption efforts in Bulgaria, Romania, and Ukraine. The ideal background to explore the road to war that Putin has taken. Oxana Shevel is an Associate Professor of comparative politic at Department of Political Science at Tufts University and Director of Tufts International Relations program. Her research and teaching focuses on the post-Soviet region, especially Ukraine and Russia, and issues such as nation building and identity politics, citizenship policies, memory politics, church-state relations, and democratization process in the post-Soviet region. Fighting propagandistic lies with more lies rarely works and runs the risk of eroding trust in your credibility and undermining your cause. However, there is a role for so-called Black disinformation in wartime. This deliberate dissemination of false or misleading information can be highly effective as part of a military operation. Information campaigns with the intent to deceive, manipulate, or undermine an adversary during warfare or conflicts is a tactic used to gain strategic advantages by sowing confusion and destabilizing the enemy. Classic examples of this weaponised subterfuge played an important role in Britain’s victory in WWII and can help to save many lives and shorten conflicts. ---------- Peter Pomerantsev is a Soviet-born British journalist, author, and TV producer. He has written two books about Russian disinformation and propaganda: Nothing Is True, and Everything Is Possible (2014) and This Is Not Propaganda (2019). Peter was born into a Russian speaking Jewish family in Kyiv, in 1977. In 1978, he moved with his parents to West Germany, after his father, broadcaster, and poet Igor Pomerantsev, was arrested by the KGB for proliferating anti-Soviet literature. After Putin’s Munich Security conference speech in 2007, Moscow’s intent to challenge the West became clearer. A question arose almost immediately: how far the country as a whole or its leader was at fault— whether the world had a Russia problem or a Putin problem. Since the full-scale invasion of Ukraine analysts have continued to debate the attitudes of ordinary Russians toward the war. Do a broad majority of Russians genuinely support the crimes and atrocities committed by their country’s armed forces? Timothy Ash has been arguing for more than 18 months that the $300 billion plus of Russia central bank monies “immobilised” in Western jurisdictions should be formally frozen, seized and allocated to Ukraine both to compensate it for the immense damage done by Russia to Ukraine but also to give it a chance of being able to fund the war, to secure victory, and subsequent peace and reconstruction. For much of this time it has appeared as if we have been banging our heads against a brick wall, but something seems to have changed in recent weeks months, as a number of G7 countries (the UK, the US and Canada, in particular) appear to have changed their positions and are now arguing in support of seizing the assets and allocating them to Ukraine. ---------- Timothy Ash, who has been professional economist for more than 30 years, with two thirds of that in the banking industry. Production in the military-industrial complex is squeezing money out of the civilian economy. How much longer can Putin keep burning money, resources and people on a project that is neither creating sustainable wealth for citizens, nor substantial successes in Ukraine. Russia's economic growth relies heavily on state-funded arms and ammunition production and masks a multitude of problems, including poor living standards and rampant inflation. Vladimir Putin claims the economy is developing, and will continue to flourish. He claims Russia can transition away from the West amid sanctions imposed over the Ukraine war, but reality may be far more messy and painful. Russia-based economists say the economy is showing signs of overheating as Moscow ploughs on with what it calls the "special military operation", and that for all the current optimism, stagnation or recession now looms. "If a defence company builds a missile or a shell, they explode somewhere and GDP grows," said economist Sergei Khestanov. "But the civilian economy receives very little benefit from this process."
