Devastating natural disasters and human tragedy are bedeviling North Africa. In Libya, there are harrowing stories of bodies filling the streets after massive floods caused by a torrential downpour that smashed through two dams. More than 6,000 are presumed dead, at least 10,000 are missing and 30,000 have been displaced. These are huge numbers in a failing state, which urgently needs help. Morocco continues to deal with the catastrophic damage caused by last week's earthquake, the worst temblor to hit the country in over a century. While it struck close to the economic and tourist hub of Marrakesh, the worst destruction is in isolated areas which are difficult to access. Whole villages have been crushed, historical sites damaged, and many have lost everything.
