Guest: Chris Shimoda of the California Trucking Association on AB5; The FRA rules on train crew size; Supply chain disruptions might have been worse than we thought

Our guest on this week's episode is  Chris Shimoda, vice president of government affairs for the California Trucking Association. He is here to discuss California's Assembly Bill #5, better known as AB5. Until just a couple of weeks ago, the law had been tied up in appeals since it was passed in 2019, but it could soon go into enforcement. Essentially, it redefines contract workers' status in California. The problem for supply chains is that it forces many independent drivers to be considered employees of the companies they service - whether they want to be or not. Most of the opposition in the industry has been from owner-operators who want to remain independent to run their own trucks. Shimoda also discusses the potential impacts of proposed environmental regulations in California that would force  trucks with  internal combustion engines off the state's roads as early as 2024.  He speaks with Senior Editor Victoria Kickham.The Federal Railroad Administration has proposed a regulation to require a minimum of two operators in each railroad locomotive cab. It's a controversial regulation, as with today's safety systems many railroad operators feel it is redundant to have a second operator in the cab. The government says it is intended to further secure safety on the rails.This past year was marked by supply chain disruptions. A new study now shows that those disruptions, year over year, may have actually been worse than we thought. The study examined 400 different types of disruptions across more than 100 million sources of information. It revealed a huge increase in disruptions during the first half of 2022 compared to the same period in 2021. Guest: Chris Tang of UCLA on product and supply shortages; LTL executives share business concerns; California's AB5 labor law may soon go into effect

Our guest on this week's episode is Christopher Tang, the UCLA distinguished professor and Edward W. Carter Chair in Business Administration and also the faculty director of UCLA's Center for Global Management. We have all seen product shortages this summer, including a well-publicized shortage of infant meal formula. Professor Tang discusses what is causing shortages, both from supply chain issues and domestic supply problems, and what steps companies can take to mitigate future risks to their product supplies. Attendees at this week's SMC3 Connections conference in San Diego discussed many issues facing transportation companies. Executives of less-than-truckload (LTL) companies pointed out that inflation and labor issues are their biggest concerns. We find out what they had to say and what remedies might work and which probably will not work. This week the U.S. Supreme Court decided not to hear a challenge to California's controversial AB5 law, which was approved in 2019 but has been stuck in appeals courts ever since. The law requires transportation and delivery companies (as well as Uber and Lyft) to treat drivers as employees instead of contract workers. This sets the stage for the law to now take effect. With the low unemployment rate, it does not appear that the tight market for drivers will get any better. Our guest talks about what trucking firms need to do to attract new drivers and to retain the drivers they have.With rising costs for packaging supplies and the lack of availability for many packaging products, many shippers are making changes. Some of the changes involve  diversifying their supplier base. Others involve changing the types of packaging they are using. A new survey report reveals the details.Rising fuel prices and other increasing costs are placing pressure on companies to be more efficient in their transportation operations. Major retailers are increasingly using technology to help them to better manage their transportation, including technologies for their private fleets.
