The most important source of accountability is peer to peer. The leader has to be the ultimate source of accountability, but the primary and most frequent source are peers. If the leader is unwilling to hold people accountable, then no one on the team will. However, when the leader demonstrates accountability, it gives permission for other team members to do the same.
