The 1965 Immigration Law had the best of intentions but is also the reason, set aside racism and xenophobia, that the argument of 'make America great again' can be compelling. This law is a great civil rights achievement but it is also fundamentally a failure of democracy. It allowed for the chaos in the immigration system and allowed people to stay in the country for years despite American law.
