The amendment is not defined, giving unions the freedom to demand anything in negotiations. Lawmakers are unable to infringe on this right or clarify which government employees it applies to. The amendment has backfired on House Democrats as their legislative staff wants to unionize, but the Speaker of the House opposes it. The power of these agreements overrides state laws, enabling unions to override over 350 laws, including measures for police accountability, such as body cameras.
