The regulatory response to AI technology as a weapon would depend on the nature and scale of the catastrophe. If only a couple of people are killed, it may not lead to significant changes in regulations, similar to US gun control laws. However, if a million people were to die, it would change the game and make the regulation of AI more viable. The response would be proportionate to the size of the problem, such as implementing safeguards and testing for critical infrastructure failures or cybersecurity breaches. If AI were used to create a synthetic biology super weapon resulting in mass casualties, it would prompt a different regulatory response.
