Matthew Olsen, the Assistant Attorney General of the National Security Division at the U.S. Department of Justice, gave yesterday a major address at the Brookings Institution. He talked about FISA Section 702, the section of the Foreign Intelligence Surveillance Act that allows U.S. intelligence authorities to collect against targets reasonably believed to be overseas when their signals pass through the United States. The provision comes up for reauthorization this year, and Olsen argues that it is imperative that Congress act to reauthorize it.
