NYPD Detective Louis Napoli and FBI Special Agent John Anticev investigate a terror cell before a bomb goes off at the World Trade Center. They chase down suspects and round up one who bungles into the hands of the FBI. The mastermind, Ramzi Yousef, escapes. FBI convinces their mole, Emad Salem, to rejoin the cell, where he learns of an attack plot to kill thousands.
