José Cutileiro

José Pires Cutileiro was a Portuguese diplomat and writer. He was a representative to the Council of Europe, Secretary General of the Western European Union, and an envoy to the UN Commissioner for Human Rights in Bosnia-Herzegovina and Serbia.
