Estonia's Digital Evolution and Cyber Diplomacy

Estonia has emerged as a digital leader due to its proactive approach towards cyber diplomacy and governance. Following a significant cyber attack in 2007, the nation recognized the urgent need to fortify its cyber capabilities and enhance its digital infrastructure. Ambassador Tanel Sepp emphasizes that cyber diplomacy involves shaping international norms to protect democratic values in cyberspace, stressing the importance of establishing a network of cyber diplomats worldwide. He notes that while many countries like the U.S. have designated cyber ambassadors, the overall number remains inadequate, highlighting the need for others to recognize the importance of this role.
