How to Reform DOD’s PPBE Process

Pentagon resourcing has been criticized as too slow, too rigid, and unable to deliver the needed capabilities to the warfighter. Former House Armed Services Committee Chairman Representative Mac Thornberry put it bluntly: “[T]oday’s rapid innovation and technological change renders our industrial age approach to funding obsolete.” In the coming weeks, a congressionally directed commission will begin the hard work to arrive at recommendations to reform the Planning, Programming, Budgeting, and Execution (PPBE) process.
