During the Trump administration, FERC approved a widely unpopular rule that was seen as undermining state plans to promote renewable energy. But after several states in the PJM Interconnection threatened to abandon the market, the grid operator proposed a replacement plan adopted Wednesday by FERC due to a 2-2 tie at the commission.
