Deep dives
The Dilemma of CCTV in Mogadishu
Business owners in Mogadishu are facing a complex dilemma regarding the installation of CCTV cameras as part of the government’s security measures against the militant group Al-Shabaab. While many comply with the directive, believing that cameras enhance safety and reduce violence, some business owners fear for their lives as reprisals from the group have occurred against those who comply. The installation has reportedly led to a significant decrease in violent incidents, yet it has also led to a tragic response where businesses and their owners become targets for threats and violence. This precarious situation forces business owners to weigh the risk of losing their lives against the risk of government penalties, leaving them feeling trapped and vulnerable in their line of work.
Impacts on Business Community Morale
The sentiment among the business community regarding the CCTV cameras is mixed; some appreciate the safety provided, while others remain skeptical and fearful. Initial resistance to the cameras was met with a realization of improved security over time, leading to a general confidence in their ability to deter crime. However, the fear of violent reprisals from Al-Shabaab lingers, particularly after business owners have been targeted. Consequently, many entrepreneurs feel caught between a supportive government initiative and the looming threat of terrorism, affecting their morale and day-to-day operations.
Government Response to Business Concerns
Government officials maintain that CCTV installations are essential for improving security in Mogadishu, citing significant reductions in violent incidents since their implementation. They have deployed additional security forces to reassure the business community and have taken steps to apprehend individuals linked to Al-Shabaab-led violence. Despite this, many business owners express skepticism about the government's capability to guarantee their safety outside of their business hours, leading to an ongoing sense of insecurity. The government insists that concerns raised by business owners are largely misunderstandings and emphasizes their commitment to enhancing public safety through these initiatives.
For more than a year the Somali government has been using security cameras as a key part of its strategy for countering the violence of the Islamist group al-Shabab within the capital city.
Many businesses installed CCTV as requested and according to many residents it has had a positive impact on crime and in making people feel safer.
But, in response, al-Shabab has shot dead a number of businessmen, leaving the business community feeling very vulnerable and unsure whether to leave the cameras up or take them down.
One told Africa Daily he feels like he’s trapped between two ‘flames’: al-Shabab on the one side, and the government on the other.
But Mohamed Ahmed Diriye, who’s in charge of security for the government in Mogadishu, says the use of cameras has led to a reduction in bombings, and that the government is deploying more security forces to try to reassure the business community.
