Dr. Jeff Stern is the Superintendent of the Emergency Management Institute (EMI), located at Emmitsburg Maryland. EMI is the Federal Emergency Management Agency’s (FEMA) center for the development and delivery of emergency management instructional curriculum that is delivered both in-person and remotely via technology.
