A strong civil society is required as a balance to state power in a healthy democracy. However, what happens when civil society is represented by "non-governmental organisations" (NGOs) that are financed by foreign governments with strong geopolitical interests? On the dividing lines of a redivided Europe, Georgia finds itself with thousands of "NGO's" financed by Western governments, many with close cooperation with foreign intelligence services. The government in Georgia passed an NGO transparency law, which was immediately denounced in the West as a "Russian law". While the government of Georgia has no diplomatic relations with Russia and aspires to join NATO, it is nonetheless dismissed as "pro-Russian" after refusing to join the fighting against Russia.
