Capability - what can our program do when it matters?
Capacity - can we do it to scale?
Collaboration - which could be one of the most critical elements of our program, because you can't build resilience in isolation, AND -
Credentialing - Do we have the right people in the right roles?

Todd also talks about the EMAP international standard.
