Putin avoids arrest during controversial state visit

Despite an arrest warrant being issued for Vladimir Putin by the International Criminal Court he has freely accepted a state visit to Mongolia, one of the court's members. During it he was welcomed with a guard of honour, a military band, and two days of meetings with the country's top brass. So how did he avoid arrest, why would Mongolia let him off, and what might happen to them as a result? The Times' Asia Editor, Richard Lloyd-Parry explains all.
