Although economists favour carbon pricing as the most efficient way to reduce greenhouse gas emissions, the policy has taken an unpredictable path in Canada. With four constitutional challenges and even more provincial opposition, the near-consensus on carbon pricing has fallen apart. Joining us to discuss is Kathryn Harrison, a professor at the University of British Columbia who specializes in Canadian and US environmental and climate policy.
