In the realm of water management, Hector took the lead in managing and directing the development of the first Integrated Regional Water Management Plan (IRWMP) for Los Angeles County. Coordinating a diverse team of consultants, committees, and advisors, he facilitated collaboration among cities, water resource agencies, elected officials, and the environmental community.
